Payment and settlement

Can I pay using iDEAL?

You can use iDEAL to pay through Dossier Online. Log in with your file number and password. You can find your login credentials in the letter that you received from us. The balance and the payment details are already filled out. This avoids errors. You can also make a partial payment.

I have an outstanding debt. How can I pay off my debt?

There are three ways to pay. Click the link to see how this works.

What happens if I fail to pay?

We recommend paying before the deadline. Debts accumulate and don’t magically vanish. If you don’t pay on time, the amount you owe will keep growing.

I'm unable to make full payment of my debt. What must I do?

In most cases, you can reach a mutually acceptable payment proposal with Inkassier. In that case you pay off your debt in instalments. A number of rules apply, however. Read more.

Can I defer my payment?

Are you unable to pay your debt before the deadline? You can request a payment deferral depending on your debt and your personal situation. Read more.

Can I pay in instalments?

Why did I receive a payment request even though I have already paid?

Sometimes our payment request is sent after you have made your payment. There are several reasons for this. Often all you need to do is send us proof of payment through Dossier Online.

How can I authorise someone else to take care of my dealings with Inkassier?

You can authorise someone to take care of your debt settlement on your behalf. Call 0267505400 together with your proxy.

Can I pay by direct debit?

No, you cannot pay by direct debit at Inkassier. Find out more about all our payment options on this page.

Seizure

Why have my possessions been seized?

A bailiff can only seize your possessions if a judgement has been made or an enforcement order issued by the court.

What are the consequences of a seizure for my wages or benefit?

An attachment-exempt threshold will be determined in case of attachment of your income. The bailiff may only seize the part of your income that exceeds this attachment-exempt threshold. In principle, the attachment-exempt threshold amounts to 90% of the applicable social security standard. The calculation of the attachment-exempt threshold also takes the cost of housing, your health insurance premium, and other income of you or your partner into account.

What are the consequences of a seizure for my bank account?

The assets in your bank account will be seized in case of an attachment of your bank account. The bank must freeze all the assets in your bank account in that case. When a bailiff contacts the bank for an attachment of a bank account, the bank must cooperate.

May a bailiff seize my household furnishings if someone who has debts is registered at my address?

The basic principle is that a bailiff may not seize movable property that does not belong to the debtor in case of seizure of such property. In many cases, however, it is not clear to the bailiff to whom the various possessions belong. In that case, the bailiff must apply the law. This states that the owner of goods is presumed to be the rightful proprietor of these goods (Article 119 of Book 3 of the Dutch Civil Code). If your goods are ordered to be seized, we recommend contacting the bailiff's office before the seizure takes place.

What are the consequences of a seizure for my car and/or possessions?

If a bailiff seizes your house, this seizure will be registered in the Land Registry. You will not be able to sell the seized property until the debt is settled.  If a bailiff seizes your household furnishings, you may not move or sell the possessions that were seized, such as the washing machine or the TV. If you do this, you are committing a criminal offence and this will be considered as embezzlement. The bailiff can file a report with the police and the Public Prosecutor may then decide to prosecute you. This may result in a fine or jail time. Do not underestimate the significance of seizure. The consequences are far-reaching and legally speaking, the confiscated property is no longer under your control. This is not always visible. When the bailiff has seized your car for example, but the bailiff has not removed the car from your property and you still have the car keys and can drive off. Outwardly, the seizure of your car may have no consequences, because the car is still parked in front of your door and you can get in to your car and drive off. You can remove the sticker that the bailiff has pasted on your windshield and there is nothing to show that your car has been seized. Part III of the vehicle registration card is still in your possession, meaning you can go to the post office and put the car in someone else's name.

However, the legal significance of the seizure of your car is very different. The moment the bailiff places a sticker on your car to indicate its seizure and deposits a writ of seizure in your letterbox stating that your car has been seized by the bailiff to settle a debt, your car has been formally seized. You are no longer legally authorised to move the car or to transfer the vehicle registration card to someone else. If you do so, the police can arrest you and you may be jailed or fined by the criminal court. Depending on the type of seizure and the specific object that is seized, the external characteristics and the significance of the seizure are not always immediately visible. This is, however, always clear and unambiguous from the official seizure documents that the bailiff is required by law to hand over to you in person or to deposit in your letterbox after the seizure. 

What is an attachment-exempt threshold?

The bailiff may not seize part of the debtor’s income to settle debts. This is the attachment-exempt threshold.

What can the bailiff seize?

The bailiff can seize all kinds of assets, including real estate or a bank account. The seizure prevents the debtor from selling these assets or otherwise ensuring that nothing can be collected to pay off the debts.

Withholding tax / CAK

What is withholding tax / CAK?

Have you not paid a health insurance premium for more than 6 months? In that case, your health insurer will report you to the Central Administration Office (CAK). The CAK will then collect your basic insurance premium. The CAK deducts this withholding tax from your benefit, wages or pension every month.

How do I get rid of this withholding tax?

The withholding tax is almost 50 percent higher than the normal health insurance premium. The withholding tax is used to insure you for medical expenses, without increasing the arrears with your health insurer. The withholding is no longer applied once you have paid off your debt and any additional costs. You can pay off your debt in instalments.
